Overview

The Department of the Assistant to the University President for Administrative and Legal Affairs is one of the essential organizational pillars in the administrative structure of Al-Ameed University. It is responsible for the direct oversight of the University's administrative and legal work system in all its branches, ensuring the smooth flow of institutional performance and its alignment with the legal and legislative frameworks in force in the Republic of Iraq, as well as with the civilizational and humanitarian vision set forth by the Al-Abbas Holy Shrine in its capacity as the supervising and sponsoring authority of the University.

The Department coordinates work among the various administrative, financial, legal, and service units, and works to entrench the principles of good governance, transparency, and accountability. In doing so, it draws upon the best practices adopted by prestigious international universities in building smart administrative systems, simplifying procedures, and shifting university services toward digitization and automation, with the aim of creating a modern institutional work environment that keeps pace with the requirements of contemporary higher education, while remaining consistent with the cultural, religious, and social specificity of Iraqi society and with the mission-driven values upheld by the Al-Abbas Holy Shrine in the service of knowledge and its seekers.

To be a leading and distinguished model of good university administration at the level of Iraq and the region, through a smart, transparent, and effective administrative and legal system that contributes to consolidating the standing of Al-Ameed University as a pioneering scientific and humanitarian institution affiliated with the Al-Abbas Holy Shrine, achieving the optimal balance between civilizational authenticity and global institutional leadership.

The Department of the Administrative and Legal Assistant is committed to delivering high-quality administrative and legal services in accordance with the highest standards of quality, efficiency, and integrity, through:

• Managing the University's administrative affairs with a scientific, institutional methodology that adopts strategic planning and digital transformation as the foundation of daily work.
• Providing sound legal support for the University's decisions, regulations, and contracts, in a manner that preserves its rights and safeguards its legal standing before all official bodies.
• Promoting a culture of institutional discipline, transparency, and accountability across the various departments and divisions.
• Contributing to building a refined, humane university environment that reflects the mission-driven values of the Al-Abbas Holy Shrine in serving knowledge, scholars, and students.
• Continuously developing and qualifying administrative staff in line with the best international and local administrative practices.

• Entrenching an integrated administrative and legal governance system that ensures clarity of authorities and responsibilities across all departments.
• Building a replicable administrative and legal model that helps provide Iraqi private universities with a pioneering experience in good governance.
• Updating the University's internal regulations and bylaws to keep pace with the Iraqi legislation in force and the latest legal developments in higher education.
• Strengthening internal control and administrative accountability mechanisms to reduce waste and raise performance efficiency.
• Completing the digital system for tracking and monitoring administrative performance and gradually rolling it out across the University's departments and divisions, starting with the pioneering experience of the Vehicle Maintenance Unit.
